He came out brandishing his cellphone. I'm not sure if he was trying to take my picture or make a call. But I must ask, to whom do you send a picture of someone filming a code violation? Or for that matter, whom do you call for such a thing? To whom do you report citizens collecting information on violations of law? Criminal network for reporting law-abiding citizens? Worrisome.
